Search the Fence

You walk around the fence looking for any holes or openings, but you don't see any.  You're about to give up and climb the fence when you see a suspicious-looking man dumping something in the open lot next to the Dusk to Dawn.  He doesn't see you, though, and then dumps dirt over it and hurries away.  He is wearing a heavy robe which obscures his features.
